The purpose of this research; The aim is to develop a scale to determine the attitudes of administrators who value teachers. In order to develop the scale, the literature was searched and teachers and administrators were consulted for their opinions. A pool of 77 items was created from the data obtained, expert opinions were taken, and the content validity rate was calculated. At the end of the process, the scale was reduced to 33 items and applied to 429 teachers from different levels in the form of a 5-point Likert type. Various statistical analyzes were performed on the collected data to determine the validity and reliability of the scale. Expert opinions were sought for the content validity of the scale, and exploratory factor analysis was used for construct validity. It was decided that the factor structure of the scale was unidimensional according to the principal components analysis and scree plot. The Cronbach's alpha value for the reliability of the scale was found to be .988. The final form of the scale applied to the teachers consisted of 33 items. According to expert opinions and exploratory factor analysis results, it was not necessary to remove any item from the scale. When all these results are evaluated, it can be said that the scale is usable. The scale can be applied to teachers in preschool, primary school, secondary school and secondary education institutions.
