ABSTRACT
Education is a system and a social phenomenon. The variables that generate this phenomenon and bring it into a system must be analyzed properly. The policy of education, the philosophy of education, curriculum, school culture, school administrators, teachers, students and parents can be considered as systems that education is associated. Because of involving different variables and being influenced by all kinds of changes that occur in these systems problems of education stay as a complex process. Problems in one stage of education effect both previous and subsequent steps. While, shortcomings in preschool education effect primary education, quality problems in secondary education, result in pressure on the primary education. Therefore, the problems in elementary education impact both secondary education and higher education hence in turn will be echoed in the community. One of the most important stages of education is elementary education. When issues of
elementary education are discussed, many problems come to order resulting from the policy of education, curriculum, the philosophy of education, qualifications of teachers and students, management and financing. One of the most important functions of education is the socialization of individuals through the transmission of culture. Therefore, by ignoring this function of education, not realizing the fact that through education future generations are trained, not seeing today's children and young people as part of society and investment for the future, cause important problems. In this study, problems of education will be identified title by title and sub-problems of these problems will be discussed.
